President Donald J. Trump has signed an Executive Order on Buy American and Hire American, declaring it the policy of the executive branch to promote American business and workers. The Executive Order will not immediately affect federal policies or regulations.
The Executive Order seeks to “rigorously enforce and administer the laws governing entry” into the U.S. of workers from abroad. It directs the Departments of State, Justice, Labor, and Homeland Security to propose new rules and issue new guidance to protect the interests of U.S. workers with the immigration system.
In addition, the Executive Order directs the Departments of State, Justice, Labor, and Homeland Security to suggest reforms of the H1-B visa program, so that visas are awarded to the most-skilled or highest-paid petition beneficiaries.
This month, the H1-B visa program reached its cap for 2018 in just four days of accepting petitions.
